SIGNAL THE REAL CHALLENGES

What large-scale European research is actually up against.

Navigating multi-million euro, multi-partner initiatives means balancing rigorous compliance with fast-moving technology — often with resources built for research, not for administration.

Hyper-competitive funding

A strong proposal under European programmes needs more than good science: it demands alignment with programme policy and objectives, strict impact criteria and clean multi-partner coordination.

Administrative overload

Leading a complex consortium draws resources away from the research itself. Multi-million budgets, periodic reporting and strict financial audits can overwhelm internal teams.

Digital & AI gaps

Modern research infrastructures generate unprecedented, multi-source datasets. Many institutions lack the governance models and AI strategy needed to scale them responsibly.

HEADING WHAT WE DO

Six disciplines, one delivery team.

Research programmes succeed or fail on execution as much as on ideas. Our team coordinates complex, interdisciplinary research and technical projects across the ocean, climate and space sector, so scientific and industry teams can stay focused on delivering the programme.

Core discipline

Project & Programme Management

End-to-end ownership of complex, multi-partner European R&D programmes — milestone governance, risk management, and regulatory compliance across Horizon Europe, Copernicus, LIFE, INTERREG and NextGenerationEU frameworks.

Funding lifecycle

Proposal Writing & Business Development

Horizon scanning, proposal architecture, partner search and negotiation, covering the full funding lifecycle across national, European and international programmes.

Compliance & control

Financial & Compliance Management

Budget stewardship, technical and financial reporting, and audit-ready compliance with European Commission regulations — from cost eligibility to final reporting.

Strategic guidance

Strategy & Technology Consulting

AI strategy, research infrastructure planning, data governance and innovation management — helping organisations navigate technology change and turn strategy into an executable roadmap.

Digital & AI

Digital Transformation & AI Advisory

Functional leadership for AI-driven analytics, web applications and data-management systems — from data governance to deployment, turning research data into operational decisions.

Institutional network

Stakeholder & Institutional Relations

High-level liaison with European Commission agencies, funding authorities and scientific consortia across 15+ countries.

PROCESS HOW WE WORK

Six pillars of end-to-end delivery.

A consistent structure that carries a programme from first concept through to closure, with no gaps between phases.

01

Assessment & readiness

Validating the scientific concept against real institutional calls — viability, policy alignment and technical baseline before committing resources.

02

Strategy formulation

Mapping work packages, milestones and digital/AI integration, and setting the architecture of stakeholder roles across the consortium.

03

Proposal writing

Assembling the technical, administrative and financial sections into a coherent, compliant narrative for reviewers.

04

Implementation & PMO

Running day-to-day governance — partner communication, risk monitoring and milestone tracking against the grant agreement.

05

Financial management

Continuous budget tracking, cost eligibility checks and compliant periodic reporting, built for EU audits.

06

Closure & value extraction

Finalising reports, supporting dissemination and exploitation planning, and preparing the ground for follow-on funding.

SECTOR DOMAIN & FUNDING FRAMEWORKS

Deep domain expertise, applied across every major framework.

We specialise in the ocean, climate and space research sector, which lets us understand its unique challenges and provide tailored solutions rather than generic consulting — from Horizon Europe consulting and ESA consulting to research infrastructure consulting and marine data services.

Our role: programme and financial management, holding milestones to schedule across a multi-site national infrastructure under tight reporting deadlines.

COLOR / MiTHO / 4DMED-SEA / MEDICANES2020–present

Funded under Ocean Science Cluster (ESA EXPRO+), eEO Science for Society & Aeolus+ Innovation, ESA

Four ESA Earth Observation initiatives: COLOR (CDOM-proxy retrieval from Aeolus observations), MiTHO (multi-stressor ocean health hazard indexes), 4DMED-SEA (4D reconstruction of the Mediterranean Sea) and MEDICANES (satellite-based understanding of Mediterranean tropical-like cyclones).

Our role: project management across all four initiatives, plus communication and stakeholder/institutional relations for 4DMED-SEA and MEDICANES.

SST TAC / OC TAC2018–present

Funded under Copernicus Marine Service

Two Copernicus Marine Service Thematic Assembly Centres, led by CNR — Sea Surface Temperature (SST TAC) and Ocean Colour (OC TAC) — delivering essential ocean variables from satellite observations.

Our role: consortium member handling data production monitoring, programme management, and reporting/meetings across both services.

ECOSS2019–2021

Funded under INTERREG ITA-CRO

Ecological Observing System in the Adriatic Sea (ECOAdS), integrating oceanographic and ecological research with Natura 2000 marine conservation strategies, across a ten-partner Italian-Croatian consortium led by CNR-ISMAR.

Our role: project management across the ten-partner, cross-border consortium.

QUERY FREQUENTLY ASKED QUESTIONS

What people ask before working with us.

How is Innuere different from a typical grant-writing agency?

We don't just edit and format. Our team brings domain expertise in oceanography, Earth observation and enterprise AI, so we can engage with the technical core of a proposal — not only its wording.

How do you handle European Commission financial audits?

Our financial management practice tracks budgets, cost eligibility and partner reporting on an ongoing basis, so discrepancies are caught well before an official audit takes place.

Can you support our transition toward AI adoption?

Yes — our digital transformation and AI advisory service covers strategy, data governance and infrastructure modernisation for both research institutes and industry partners.

Do you work with standalone proposals or only full programmes?

Both. We support single proposal-writing engagements as well as long-term programme management and institutional digital transformation.
